According to the Department of Justice, Dreamboard was created and operated to promote pedophilia and encourage the sexual abuse of children under the age of 12. It was also designed to avoid law enforcement detection.

With two pending criminal cases in the Wiregrass Houston County District Attorney Doug Valeska and Pike County District Attorney Tom Anderson say the new charge will help provide more protection to older students who have been victimized.

Devlin, then the owner of two beachfront motels, was arrested nine times during that period on various sex charges, including luring teenagers to his personal suite and paying them to take pornographic photos. But every criminal case against him in state court fell apart.
