WASHINGTON — A loophole that permits software companies to sell cyberstalking apps that operate secretly on cellphones could soon be closed by Congress. The software is popular among jealous wives or husbands because it can continuously track the whereabouts of a spouse.

The Senate Judiciary Committee approved a bill Thursday that makes it a crime for companies to make and intentionally operate a stalking app. The legislation, sponsored by Sen. Al Franken, D-Minn., also would curb the appeal for such inexpensive and easy-to-use programs by requiring companies to disclose their existence on a target’s phone.

Michel, 44, was a long-time science teacher at Rehobeth High School. He was sentenced to 36 years in prison Wednesday by Circuit Judge Butch Binford. Michel will serve three eight-year sentences for having sex with a student and four three-year sentences for the possession of porn material convictions. All sentences will run consecutively, meaning the prison term for each count will not begin until the expiration of the previous count. Binford also denied any probation request and assessed fines and penalties totaling around $6,000.

“This is the most horrible thing anybody could possibly go through,” the mother said, adding that her children still attend school at Rehobeth. “They will suffer daily.”

The Federal Trade Commission issued a new staff report, “Mobile Apps for Kids: Disclosures report coverStill Not Making the Grade,” examining the privacy disclosures and practices of apps offered for children in the Google Play and Apple App stores.  The report details the results of the FTC’s second survey of kids’ mobile apps.

Since FTC staff’s first survey of kids’ mobile apps in 2011, staff found little progress toward giving parents the information they need to determine what data is being collected from their children, how it is being shared, or who will have access to it.  The report also finds that many of the apps surveyed included interactive features, such as connecting to social media, and sent information from the mobile device to ad networks, analytics companies, or other third parties, without disclosing these practices to parents.

Two Wiregrass men recently pleaded guilty to unrelated federal child porn-related charges.

In the first case, Joseph Kyle Edberg, who was originally charged with a 12-count felony indictment involving the receiving of child pornography and the possession of child pornography, pleaded guilty earlier this week to a reduced charge of a single felony count of possessing child pornography.

Edberg, who will be sentenced at a later date, faces not more than 10 years in prison and a fine of not more than $250,000. Federal court records show Edberg remains released on bail until his sentencing hearing.

Dean said at one point, Adams claimed to have been a victim of a burglary where all the animal supplies were stolen from a local storage facility.

Court records show an Enterprise man faces four felony charges after investigators with the Houston County Sheriff’s Office arrested him on Tuesday. Investigators charged Roberto Paiz Bernaba, 30, of Dixie Drive, with traveling to meet a child for an unlawful sex act, electronic solicitation of a child for an unlawful sex act, second-degree rape and second-degree sodomy.
